Helen S. Hennon, P.E. - Principal
Ms. Hennon has been the Contract/Project Manager for task-oriented contracts in total value of more than $40 Million in 20 years. In addition, Ms. Hennon functions as the business leader, technical expert or Project Manager on other private and municipal clients when necessary. She manages a group of engineers, geologists, industrial hygienists and environmental specialists/technicians. She supervises a comprehensive range of environmental and OSHA services, including underground and aboveground storage tank compliance, assessment and remediation, remediation and feasibility studies of RCRA and CERCLA sites, corrective action plan design and implementation, environmental/health and safety regulatory compliance audits, industrial hygiene and air quality, and environmental related design and construction.
Ms. Hennon lead the effort to complete the environmental permitting and implementation of natural resource impacts and mitigation required to expand the Morgan County Correctional Complex, and is doing the same for the expansion of the Southeast Tennessee Regional Correctional Facility located in Bledsoe County, Tennessee. The permit applications covered impacts at Morgan involved in relocating approximately 1 mile of stream and impacting 7 acres of wetlands. The environmental permitting involved preparing and Environmental Assessment related to the National Environmental Policy Act, and preparing applications and negotiating permit conditions with TDEC, USACE, US Fish and Wildlife, TWRA, and the Tennessee Valley Authority. Ms. Hennon is well versed in NEPA response and environmental permitting. Ms. Hennon also supervised design and construction oversight of the stream relocation and wetlands mitigation.
Ms. Hennon directed the preparation and provided engineering certification of over 120 SPCC plans for State owned facilities. This aided the Department of Finance and Administration in addressing a federally-mandated environmental regulation in a programmatic way. Ms. Hennon coordinates with Terracon, Inc. related to the Statewide Asbestos Management Contract, and provides technical advice and quality assurance services regarding the asbestos management database in TNFITTS. Ms. Hennon assisted in development of the Tennessee Tracker database for reporting the status of all tasks under the 2003 Statewide Environmental Services Contract.
Ms. Hennon has developed a network of contacts including many State agency heads, state facility operators, regulators, service providers, consultants, attorneys, and others involved in providing or receiving environmental services. These relationships ease communication and provide many people with a dependable contact to respond to an environmental situation.
Ms. Hennon has been a member of the State of Tennessee Air Pollution Control Board since 2006. As a Board Member, Ms. Hennon participates in policy and regulation development and enforcement, stays updated on TDEC's required reporting to EPA, participates in strategy group development for issues like diesel engine pollution control, and stays abreast of the national status of responses to air pollution. This Board has imparted an expertise of state and local air pollution control regulations and permitting processes to Ms. Hennon.
