Patrick Mulligan, P.G. - Senior Vice President

Mr. Mulligan has over sixteen years of experience in the areas of emergency environmental response, environmental remediation, environmental program/project management, subsurface investigations, remedial design, construction, permitting, and cultural resource assessments, Phase I Assessments. He serves as Senior Vice President responsible for supervising day to day activities, as well as project management oversight. Mr. Mulligan has conducted emergency and immediate response activities including remediation of explosive atmospheres, containment of spills, accidental chemical releases, providing alternative water supply for residents and business and conducting public relations and community awareness programs. Mr. Mulligan is an accomplished hydrogeologist, having performed hydrogeologic investigations, ground water source evaluations, and water supply investigations/design at over 200 locations.

Mr. Mulligan has served as Program Manager and Chief Hydrogeologist of prime contractor efforts for the Tennessee State Storage Tank Program in Region I (east and Region IV (west). Mr. Mulligan serves as contract manager for Development Corporation of Knox County environmental services contract. In this capacity, he provides immediate response consulting and emergency abatement activities, technical direction, budget oversight and quality assurance for DCKC projects, including Phase I EAS's, Construction Planning for contaminated conditions, hydrogeologic investigations, and waste management. Mr. Mulligan was personally responsible for eliminating unnecessary waste treatment and permitting costs by effectively coordinating DCKC, DUST and local regulatory interests for several of these projects.
